Briger DRI submittal - Scripps Florida -
Phase II
On January 28, 2009, an Application for Development Approval (ADA) for the Scripps Phase II/Briger Development of Regional Impact (DRI) was submitted to the City of Palm Beach Gardens. The proposed project is a mixed use development proposed on 681 acres in the northern portion of Palm Beach County in the City of Palm Beach Gardens. The proposed community will be focused on biotechnology and bioscience research industries. 1.6 Million Square Feet of biotechnology research and development has been allocated on the plan for the second phase of the Scripps Florida Campus. Height
Currently, the Council could approve a waiver to the City Code to allow employment center buildings to be unlimited in height on all portions of the Briger tract. Staff proposes a code amendment to cap building height at 150 feet. The proposed code amendment applies only to 170 acres on the Briger tract dedicated to the development of the biotechnology industry. These 170 acres abut Interstate 95. City residents have been actively involved in discussions about the development of the biotechnology industry on the Briger parcel since 2005. In May 2005, the City hosted a planning Charrette for more than 100 attendees, the outcome of which indicated support for taller buildings adjacent to I-95. In the fall of 2006, the City hosted public workshops to discuss building height throughout the City. Approximately 95 people participated, and again, there was support for taller buildings adjacent to I-95. The Jupiter Town Council approved the construction of the existing Scripps Florida biotechnology buildings within Abacoa. The tallest of the Scripps Florida buildings stands 134 feet tall.
Transportation
The applicant has submitted a traffic study that is being reviewed with the Development of Regional Impact Application. The applicant has also submitted a separate traffic study in order to meet Palm Beach County’s Traffic Performance Standard Ordinance for meeting traffic concurrency. Both traffic studies are still currently in the processed of being reviewed.
At this time a public workshop has been scheduled for the planning, zoning and appeals board on August 11, 2009 at 6:30pm in the City Hall Council Chambers for the following petitions:
